As per letter RRG.77/2015/11 dated 25-06-2016, the Assam Government approved the payment of โน48,65,148 based on the NIC’s proposal for implementing BHUNAKSHA, a software designed for digitizing cadastral maps in revenue circle offices. An advance payment of โน37.50 lakhs from the sanctioned amount was made to NICSI for hiring staff on an FOC basis. The senior technical director of NIC, Sri Hemanta Saikia, who oversees the BHUNAKSHA Project, was informed about the selection of 21 assistants for the initiative.
Modernization of Digital Land Records in India (DILRMP)
The Digital India Land Records Modernization Programme (DILRMP) is a transformative initiative launched by the Government of India aimed at modernizing the management of land records. Introduced in 2008 and integrated under the flagship Digital India campaign in 2016, the program seeks to make land records accessible, transparent, and secure, thereby reducing disputes and enhancing governance.

A new digital portal for land records, Bhulekh – All Land Record, has been launched by the State Revenue Council. Previously, tasks related to land records, such as the Khatauni system and Jamabandi, were managed manually on paper. With the introduction of Bhulekh – All Land Record, the state government has fully digitized all land record activities, streamlining the process and making it more accessible.
This portal serves as a comprehensive guide for accessing land records across all states. Users can retrieve essential information such as state-specific Lagan details, State Land Records, Stamp Registration, and State Bhunaksha (cadastral maps).
Additionally, State/UT Land Records RoR (Record of Rights) information is now available online, enabling citizens to access land-related data quickly and efficiently.
