The Bihar government has launched the “Chief Minister Women’s Employment Scheme” to promote women’s employment and promote women’s empowerment.The main objective of this scheme is to provide financial assistance to one woman from every family in the state to start a career of her choice.The implementation process for this scheme has been initiated by the Rural Development Department, Government of Bihar, through the Bihar Rural Livelihood Promotion Committee (Jeevika). The Urban Development and Housing Department, Government of Bihar, will be involved in implementing the scheme in urban areas of the state.

Why Was the Scheme Launched?

The Bihar government introduced this scheme for several important reasons:

  1. Economic Empowerment of Women
    Many women in Bihar, especially in rural areas, do not have steady income opportunities. They often rely on family members or small informal work. By providing financial assistance, the government helps them become self-reliant.
  2. Reduction of Poverty and Inequality

Eligibility Criteria

Under the scheme, “family” means husband, wife, and their unmarried children. Unmarried adult women whose parents are not alive will be considered a nuclear family for the purposes of the scheme and will be provided benefits as per the rules.

All members (one woman per family) associated with self-help groups in urban areas will be eligible for the benefits of this scheme.

Before adding women who are not currently members of self-help groups in urban areas as members, the following must be ensured, keeping in mind the definition of family under the scheme:

a. The applicant must be between 18-60 years of age.

b. The applicant herself or her husband should not be in the income tax payer category.

c. The applicant herself or her husband should not be in government service (regular/contract).

Application Process for Women in Urban Areas :

  • A link for women in urban areas to apply will be available on the Jeevika website (www.brlps.in).
  • Women wishing to benefit from the scheme must enter their mobile number, Aadhaar number, bank account details, and business type when registering. Applicants must also upload a scanned copy of their Aadhaar card, bank passbook (with name, account number, IFSC code), photograph, and signature on a plain paper.
  • Women interested in the scheme must join a self-help group to benefit from it.
  • After receiving their online application, they will be contacted by a community resource worker in their area to add them to the group. Scheme benefits will be provided only after joining the group.

Note : Women in urban areas who are already associated with a self-help group do not need to apply online.

  • A link is available on the Jeevika website for women in urban areas who are not associated with a self-help group.
  • All received applications will be physically verified, and it will also be ensured that the woman is a resident of Bihar.
  • Training will be required to avail the benefits of the scheme.
  • Further documents may be requested as needed.

Application Process for Women in Rural Areas

  • All members of Jeevika Self-Help Groups will be eligible for this scheme. They will apply to their village organization to avail the scheme’s benefits. A special meeting of all group members will be held at the village organization level, where applications from all members of a group will be collected in a consolidated form.
  • Women who are not associated with Jeevika Self-Help Groups must first submit their application to the respective village organization in the prescribed form to join the self-help group to avail the scheme’s benefits.

Important

If any amount is demanded for the application or for availing the benefits of this scheme, then a complaint can be lodged in the concerned municipal body office and the district office of Jeevika.

Who Is Not Eligible?

Some women cannot apply for this scheme:

  • Women or their spouses who pay income tax.
  • Women or their spouses working in government jobs (regular or contract).
  • Families where another woman has already received benefits.
